A DOT Random Drug and Alcohol Testing Consortium is a federally required compliance program administered by a qualified C/TPA. The consortium manages random drug testing and alcohol testing for DOT-regulated employers, CDL drivers, and owner-operators.

FMCSA regulations require random testing to be completed through a scientifically valid selection process, spread throughout the year, and performed using DOT-approved testing procedures. Drug test results must be reviewed by a certified Medical Review Officer, and required violations must be reported to the FMCSA Drug and Alcohol Clearinghouse.

Who Is Required to Join?

Enrollment is mandatory for many FMCSA-regulated drivers and employers. Owner-operators cannot manage their own random testing program and must participate in a consortium administered by a third party.

You should enroll if you are an owner-operator with a CDL, a new DOT authority holder, a single-driver carrier, a small fleet, a transportation employer with DOT safety-sensitive drivers, or a carrier without an internal DOT random testing program.

FMCSA & DOT Compliance Requirements (49 CFR Part 382)

DOT-regulated employers must comply with strict federal drug and alcohol testing rules to remain compliant and audit-ready. These requirements are enforced by FMCSA and apply regardless of fleet size - whether you operate one truck or a large fleet.

To meet compliance standards, employers must:

  • Random drug testing at 50% annually - At least half of all safety-sensitive driver positions must be randomly selected and tested for controlled substances each calendar year under 49 CFR 382.305.
  • Random alcohol testing at 10% annually - At least 10% of all safety-sensitive driver positions must be randomly selected and tested for alcohol each calendar year.
  • Spread selections evenly throughout the calendar year - Random selections must be unannounced and distributed evenly across all four quarters to preserve unpredictability as required by FMCSA.
  • Use DOT-approved urine drug testing and breath alcohol testing - All testing must use SAMHSA-certified laboratories and follow the collection and chain-of-custody procedures defined in 49 CFR Part 40.
  • Maintain testing and program records for FMCSA audits - Employers must retain all test records, selection documentation, and MRO results for a minimum of five years and make them available during FMCSA audits or compliance reviews.
  • Report required results to the Drug & Alcohol Clearinghouse - Violations, refusals, and return-to-duty completions must be reported to the FMCSA Clearinghouse in real time as required under 49 CFR Part 382 Subpart G.
